      Serbia was the 26th country that in 2019 adopted the Artificial Intelligence Development Strategy (for the period up to 2025). In National Assembly of the Republic of Serbia we have held several public discussions on digitalisation, including one on ‘Artificial intelligence and a human in the new digital era’.
      Artificial intelligence in Serbia is already used in some sectors, such as banking, healthcare and the private sector, but in public administration it is still making baby steps. Financial resources and the availability of human resources are key factors that will dictate the speed of implementation of new technologies, given that political will is strongly committed to these goals. Considering the need for modernisation and efficiency of public administration, we are convinced that the application of artificial intelligence will bring significant advantages, both for citizens and for the state and the economy.
      Some of the key institutions currently working on the implementation of technologies in public administration that include artificial intelligence are the Ministry of Public Administration and Local Self-Government, whose task is to modernise and improve state administration, then the Office for Information Technologies and eGovernment, the Statistical Office of the Republic of Serbia and the Ministry of Finance in processes related to budgeting and financial management. In the future, we expect that new technologies based on artificial intelligence will begin to be applied in the Ministry of Health and the Ministry of Science, Technological Development and Innovation, especially in projects such as the construction of the BIO4 Campus, which will unite seven University of Belgrade faculties, nine institutes, research and development centres of large domestic and global companies, a business park for development and numerous start-up communities.
      For the national parliament this means that the staff and MPs will have training courses with this topic as the opportunity arises.

        Our parliament already uses the possibilities offered by AI. For instance, when it comes to cyber security, we have developed a software ‘Aspen’ enabling redirection of all cyber attacks to a virtual location, in real time, so that the attackers are not aware that they are actually attacking the systems that do not affect the work of the National Assembly. Thank to AI, we have protected the entire IT structure of the parliament. Moreover, we have introduced a system that monitors the entire parliament’s network topology, in real time. We have also virtualised the entire IT structure so that the operation of complex analogue IT systems could become fully digitalised, thus reducing the likelihood of hardware breakdowns on the equipment. Furthermore, through the ‘Disaster Recovery’ project, all National Assembly data have been transferred to the national data centre. We are currently developing a conceptual design for purchasing and implementing a platform for optimising business processes based on ‘RPA’ model. It is a technology that uses software robots and artificial intelligence to automate certain tasks that are repetitive and time-consuming, thus waste resources of employees. We are also going to purchase other modern technologies based on AI so that our IT system could be constantly improved, along with the training of parliamentary staff in the field of cutting-edge technologies.

          I expect that the AI can enhance and improve parliamentary work in a manner that it will become more time-efficient, secure and precise.

            Sometimes I use chat gpt when large texts are in question, as I try this tool to help me summarize long reports, to make them shorter, to draft a report and alike. However, I realized that the humans are not to be replaced yet, since the most complex work is still to be done by myself.

              I think that the most important AI usage in NARS will be the sage in security, as web security of the official website and protection of internal documentation circulation. In my view, as a professional dealing with parliamentary diplomacy, the usage of AI is valuable as in preparation official meetings, drafting or preparation of notes and to some extent drafting speeches (however, I personally still do not use it for the last).
