Question 5 – What training and support services do you have/plan?
Please tell us in one paragraph the training and support services according to your experience, and/or at least according to your plans, to successfully implement and use artificial intelligence (AI) to improve the operations of parliaments.

The following trainings are planned for the IT Department (based on our operating/future infrastructure) for 2025:
1. **Cybersecurity (4 Weeks)**
– Threat intelligence (ransomware, zero-day exploits, social engineering).
– Security frameworks (NIST, ISO 27001) and compliance (GDPR, HIPAA).
– Network hardening, penetration testing, and incident response.2. **VMware Cloud Foundation (3 Weeks)**
– SDDC architecture (vSphere, vSAN, NSX integration).
– Automated lifecycle management and hybrid cloud operations.
– Multi-cloud integration (AWS, Azure) and cost optimization.3. **Speech-to-Text Solutions (3 Weeks)**
– STT fundamentals, NLP frameworks, and AI model training.
– API integration (Google Cloud STT, Amazon Transcribe, Microsoft Azure).
– Use cases in call centers, healthcare documentation, and IoT devices.Completed trainings for IT Department during 2022-2024:

Serbia was the 26th country that in 2019 adopted the Artificial Intelligence Development Strategy (for the period up to 2025). In National Assembly of the Republic of Serbia we have held several public discussions on digitalisation, including one on ‘Artificial intelligence and a human in the new digital era’.
Artificial intelligence in Serbia is already used in some sectors, such as banking, healthcare and the private sector, but in public administration it is still making baby steps. Financial resources and the availability of human resources are key factors that will dictate the speed of implementation of new technologies, given that political will is strongly committed to these goals. Considering the need for modernisation and efficiency of public administration, we are convinced that the application of artificial intelligence will bring significant advantages, both for citizens and for the state and the economy.
Some of the key institutions currently working on the implementation of technologies in public administration that include artificial intelligence are the Ministry of Public Administration and Local Self-Government, whose task is to modernise and improve state administration, then the Office for Information Technologies and eGovernment, the Statistical Office of the Republic of Serbia and the Ministry of Finance in processes related to budgeting and financial management. In the future, we expect that new technologies based on artificial intelligence will begin to be applied in the Ministry of Health and the Ministry of Science, Technological Development and Innovation, especially in projects such as the construction of the BIO4 Campus, which will unite seven University of Belgrade faculties, nine institutes, research and development centres of large domestic and global companies, a business park for development and numerous start-up communities.
For the national parliament this means that the staff and MPs will have training courses with this topic as the opportunity arises. -

We are currently working on networking solutions with other public bodies that implement AI-oriented projects: we cooperate with the National Centre for Public Administration and Local Government in terms of staff training and the research centre « ATHENA », where support services are concerned.

Then parliament dont have special training sessions for AI. There are several seminars in the area from the Greek Government in low and mid level.

Last year, the Office of the Seimas invited external lecturers to conduct several one-off seminars/workshops on AI. This month, an informal Microsoft Teams group “AI enthusiasts” was created to help build the governance structure for AI, think of ways to include AI technologies in the processes of the departments/units of the Office of the Seimas, and share knowledge about matters related to AI, its use cases, and specific tools. Personally, I believe that perhaps the most useful support or training we could offer is to create a detailed document (“bible”) that can be consulted each time a generative AI tool is used. Such a document would contain clear reminders, prompt engineering checklists, examples, and other structured information one could follow to get the best possible result in a particular scenario. Unlike lectures or workshops, it would “hold one’s hand while walking through the AI jungle”, thus reducing the time costs, overwhelm, and hesitancy of working with generative AI and enabling people to learn through practice. Learning by actually trying to fulfill your tasks is better than participating in seminars/workshops since using generative AI is more of a craft that requires practicing as much as you can by yourself. (I have created such a guide (26 pages) for the Verkhovna Rada of Ukraine, but I have not translated it, and it is currently not used by the Office of the Seimas.)
